2006Sept27: California Governor Arnold Schwarzenegger signs the Global Warming Solutions Act into law. The Act caps California’s greenhouse gas emissions at 1990 levels by 2020. This is the first enforceable state-wide program in the US to cap all greenhouse gas emissions from major industries that includes penalties for non-compliance (Wikipedia, 2007).
