2006Nov: Boulder, Colorado, voters approve the Climate Action Plan Tax. It is the first time that a municipal government will implement an energy tax on its residents to combat global warming. The Climate Action Plan tax will be collected by the local electric utility company and based on the amount of electricity used (City of Boulder).
