
2007Nov27: The UN’s Human Development Report says that greenhouse gas emissions must begin declining by 2015 and the US should spend $40 billion to “strengthen the capacity of vulnerable people” to cope with climate-related risks.” The authors warn that climate change “could stall and then reverse human development” in developing countries (IHT, 2007).
